The Med Tac Law Enforcement program has been pioneered by Chief Adcox at the MD Anderson Cancer Center. He leads hundreds of team members keeping more than 20,000 caregivers, educators, and students safe. He is co-founder and law enforcement lead for the Global Emerging Threats Community of Practice launched with major medical centers. Andy Altizer has been the director of emergency management at Kennesaw State University (KSU) since January 2015. Before going to KSU, he was the director of emergency preparedness for 8 years at Georgia Tech. He was the critical infrastructure protection program manager at Georgia Emergency Management Agency (GEMA) for over four years. He has also worked in student affairs at several other campuses, including most recently as the assistant dean of community life at Oglethorpe University. He served over 10 years in the United States Army, including as an inspector general in Afghanistan in 2002.

Andy is CPR/AED certified through the American Heart Association and has completed the NAEMT’s Emergency Medical Responder Course. He is also certified as a Professional Continuity Practitioner by the Federal Emergency Management Agency (FEMA) and a certified Homeland Protection Professional through the National Sheriff’s Association.

He has a Master of Arts degree in higher education administration from the University of Missouri, and a bachelor of science degree in criminal justice from Truman State University. Andy additionally has completed graduate work at Kennesaw State University, Oglethorpe University and the University of South Carolina.

General Session: COVID-19: What will school safety and security look like in 2021?

Guy Bliesner began his career in education in 1994 as a high school teacher and coach, moving into administration in 2006 as the safety and security coordinator for the Bonneville School District. While serving in that position, he was named to the Idaho’s Governor’s School Safety Task Force. During his Bonneville tenure, he was named a finalist for the 2011 Campus Safety magazine’s Director of the Year Award.

In 2013 he left the district to form, with a partner, the private school safety, security, risk management consulting firm of Educators Eyes. This firm developed and implemented Idaho’s first statewide school safety and security condition assessment. In 2016, he left the firm to join, as a founding member, the newly created Idaho Office of School Safety and Security. He currently serves as the school safety and security analyst assigned to schools in southeast Idaho. His mission is to support the public and charter schools of southeast Idaho to bolster school safety through assessment, training and planning assistance.

Gregory H. Botz, MD, FCCM, is a professor of anesthesiology and critical care at the University of Texas MD Anderson Cancer Center. He is an adjunct clinical associate professor of the department anesthesiology at Stanford University Medical School. He is a member of the steering committee and faculty for the MD Anderson Clinical Safety and Effectiveness training program, and a charter fellow in clinical safety and effectiveness for the UT System. He is co-founder and health security lead for the Global Emerging Threats Community of Practice launched with major medical centers. Dr. Botz is the clinical lead for the Coronavirus Care Community of Practice for critical infrastructure worker families and families in the general public launched by the Med Tac Global Bystander Rescue program to deal with the coronavirus crisis.

Natalie Cook is an Education Product Specialist at Impero Software. She has also been responsible for product onboarding and training across 40 schools in three cities. In this program, staff are trained to use Impero effectively and as their sole safeguarding system to ensure students are protected from harm.

Prior to Impero, Natalie focused on B2B/B2C account management and research roles around London, and also spent some time teaching preschool. Outside of work, Natalie likes to cook, and has recently become a school governor (responsible for holding school leaders accountable and ensuring the implementation of best practice) at a school in south London.

Before working in higher education, Elliot worked for a prosecutor’s office as a public defender and was a child protective services case worker.

Dr. Denham has been an adjunct Professor of Health Engineering at the Mayo Clinic Medical School and had teaching appointments at the Harvard School of Public Health and Harvard Medical School.

A Nonsworn Community College Public Safety Department’s Lessons from This Summer’s Minneapolis Civil Unrest

As Associate Director of Public Safety at Minneapolis Community and Technical College, Mark is responsible for managing the day-to-day communications and operations of the public safety department, supporting the director of public safety as the senior consultant on public safety matters, and managing all of the department’s projects.

Mark has served in higher education public safety since 2008 and began his career as a student security monitor while earning his bachelor of arts in sociology at William Penn University. Mark continued to work for William Penn University as a security officer after graduating college. Mark continued his career as a public safety sergeant at the University of St. Thomas in St. Paul, Minn., from 2013 to 2016.

In addition, Mark served 8 years in the U.S. Navy Reserve as master-at-arms, serving in an anti-terrorism/force protection capacity. During his service, he completed a year-long deployment to East Africa and was awarded the Navy and Marine Corp Commendation Medal for his actions as a watch commander overseeing the base security operations for a U.S. navy installation in a hazardous duty/combat zone.

Mark holds a master of arts degree in public safety and law enforcement leadership from the University of St. Thomas and is currently pursuing a master of arts degree in intelligence and security studies from the Citadel.

Daniel Dusseau is the director of public safety/chief of police at Northern Virginia Community College (NOVA) and has been involved in public safety for more than 30 years. He served over 20 years in a major urban police department and worked in or oversaw every aspect of police operations as a patrol officer and, eventually, a senior commander.

Dan currently oversees police and emergency management operations at the largest college in Virginia and one of the largest and most diverse in the U.S. Since his arrival at NOVA, he has successfully transitioned the multi-campus college into a centralized operation, with a well-regarded professionalized police department that has significantly reduced crime and established a greater culture of safety across the entire college.

Dan currently provides expertise in a variety of state and regional councils and task forces. As a result of his innovative efforts, Dan has received many awards, including the 2014 Campus Safety magazine Higher Education Director of the Year and the 2019 Virginia Governor’s Award for Administrative Excellence

How to Stay Motivated and Effective When You’re Overwhelmed

After serving in the U.S. Navy, Stacy began a law enforcement career in 1993 at the University of Florida Police Department (UFPD). During his 17-year tenure at UFPD, Stacy had a successful career, both in promotions and training. He was named Officer of the Year early and also began his teaching career early on. As an instructor at numerous police academies in Florida, Stacy became a sought-after presenter in many areas.

Stacy was rapidly promoted within his agency and continued his training background as the lead trainer. As his career developed, he became a lead trainer at various police academies in advanced areas like instructor techniques, line supervision and field training program. Having been certified to teach all high liability areas, Stacy taught all aspects for law enforcement.

As Stacy’s law enforcement career continued, he was promoted to lieutenant and worked as a watch commander, spending some time as the investigations commander, and later transitioning into special events where he oversaw the special events in his jurisdiction. Mass events became a career focus as Stacy oversaw large college football games, high profile dignitary visits, and many large concerts and sporting events. Stacy was working special events during the “Don’t Tase Me Bro” incident and followed up that high-profile incident with an initiative that he developed called “Rules vs. Laws.”, which he is still actively presenting around the country.

Stacy has also been a civilian trainer for more than 25 years. He began his civilian presentations with a highly sought after alcohol and drug class. He was actively involved with Mothers Against Drunk Driving (MADD) and presented for more than 10 years for the organization. Stacy also worked for the National Safety Council for many years as a defensive driving instructor. Later in his career, Stacy created a corporate training class called “Compassionate Communication“ and began presenting it around the country. He currently is the lead trainer for the Florida Baptist Convention, providing “Safe and Secure Church” training to member of churches throughout Florida.

In recent years, Stacy’s law enforcement career led him to a Sheriff’s Office in Florida where he has worked in both the marine and aviation divisions of the agency. While he is currently retired from full time law enforcement, he still stays active at the Sheriff’s Office as a Tactical Flight Officer, along with teaching and patrolling when needed.

Stacy will bring a high level of energy, an open and honest approach, and a true compassion for others during this presentation.

Michael Garcia currently manages the National K-12 End User Business for HID Global and serves as a contributing Board Member on the Partner Alliance for Safer Schools (http://passk12.org), which develops the National Safety & Security Guidelines endorsed by the Security Industry Association (SIA), National Security Contractors Association (NSCA) and the US Department of Homeland Security.

Since 2005, Michael has assisted hundreds of K-12 districts across the country in implementing Unified Physical Security Command Centers and school district hardening programs. He has also developed Cyber Security vulnerability testing and district-wide risk mitigation strategies. In 2002, he assisted in establishing the University of Texas at San Antonio’s Center for Information Assurance and Studies (CIAS), which is now one of the premier CyberSecurity Degree Progrmams in the United States and an NSA Center of Excellence.

In 2007, Michael served as President of The LearnSafe Initiative, and developed the first Unified Safety & Security Platform for school districts which utilized People, Process & Technology – and included Behavioral Intervention programs (SEL), Facial Recognition, Intelligent Video Surveillance, integrated Access, Video & Intrusion, gunshot detection, automated lockdowns and situational training. Guy M. Grace has worked in the security field for 33 years. Guy recently retired from his position as Director of Security and Emergency planning for Littleton Public Schools (LPS), a suburb of Denver. Guy began providing district security services to LPS in 1990 after serving in the military and attending college. Guy worked his way through the ranks in the security team when in 1999, he was appointed to head the LPS Security Department.

Guy is a recipient of many national and security industry awards and recognitions. He is a regular speaker at school safety trade conferences and a regular security commentator for various trade magazines and media.

Guy has created and assisted with developing many security related projects, protocols and practices that are utilized today in school safety. Guy also serves as a Director on the Partner Alliance for Safer Schools (PASS).

The Impact of the New Clery Appendix on College Campuses

Jonathan Kassa was a senior executive who directed juvenile justice, social service and education programs at a multi-state nonprofit organization. For over the past decade, Jonathan has led national initiatives to increase campus community safety and victim advocacy. He most recently partnered with other national experts to found a company that leverages technology to increase equity in education while using technology to advance accountability and efficiencies in campus crime reporting.

He previously served as a national director of higher education at Allied Universal and was executive director of the Clery Center, post-Virginia Tech tragedy. Jonathan influenced Clery legislation that now protects more than 20 million students every day and was entered as a “valuable leader in campus safety” in the 2008 (HR) Congressional Record. During this time, he guided the development of the Campus SaVE Act, which eventually was adopted into law as part of the Violence Against Women Act.

Jonathan is an elected school board director at one of the largest school districts in Pennsylvania, chairing the safe schools committee; he also serves on the board of the Network of Victim Assistance Bucks County.

How Teachers, Officers & the Helping Professions Can Respond to Their Own Trauma-Related Stress

Crystal is a board-certified telemental health provider, licensed professional and nationally certified counselor based in Texas who received her masters degree in clinical mental health counseling from the University of Akron. She has extensive experience in working with at-risk youth, concentrating on assisting them in developing healthy perspectives and building high emotional intelligence. She has worked for the Texas Juvenile Justice Department aiding juvenile offenders, specifically those who committed violent crimes, fostering the process of building empathy and reducing recidivism.

Crystal has training and certification in motivational interviewing, trauma-focused therapies and moral recognition therapy. She currently assists adolescents and adults in addressing a variety of mental health issues, such as depression, anxiety, grief and loss, trauma, suicidal ideation and non-suicidal self-injury. She has found success in treating ADHD, PTSD, conduct disorder, and oppositional defiant disorder, as well as numerous affective disorders.

Crystal also has experience with adults dealing with co-morbid disorders and employs a collaborative approach with her clients in order to produce the most effective outcomes. Additionally, as clinical director, she is responsible for providing support and training for other therapeutic staff members in her private practice agency in order to enhance the overall client experience. Dean Myrick is the National Junior College Athletic Assoiciation’s (NJCAA) first vice president for the men’s division andcommissioner of the Alabama Community College Conference – a post he has held since 2012. He brings 16 years of experience in two-year college athletics as an athletic director, men’s basketball head coach and director of student life.

Myrick earned a B.S. in physical education/health from Bluefield College in Virginia and a M.Ed. in sports management from East Stroudsburg University in Pennsylvania. Sarah is the director of emergency management for Temple University. Sarah has served as a consultant and subject matter expert for state and local government on projects pertaining to emergency management, public health, and behavioral health response. Sarah also serves as adjunct faculty member for Temple University’s Community and Regional Development program and Jefferson University’s Disaster Medicine & Management and Community & Trauma Counseling graduate programs.

 Dr. Randazzo is CEO and founder of SIGMA Threat Management Associates, LLC. She is recognized internationally as an expert on threat assessment and threat management, school shootings, other targeted violence, and protective intelligence investigations. She also serves as director of threat assessment for Georgetown University.

Previously, Dr. Randazzo served for ten years with the U.S. Secret Service, most recently as the agency’s chief research psychologist. She is an accomplished presenter on threat assessment investigations, having trained more than 15,000 professionals in law enforcement, management, administration, mental health and the intelligence community throughout the United States, Canada and the European Union. Her work is used throughout federal, state and local law enforcement communities and has been credited with preventing planned attacks. She is co-author of two leading books: “The Handbook for Campus Threat Assessment and Management Teams” (2008) and “Implementing Behavioral Threat Assessment on Campus: A Virginia Tech Demonstration Project” (2009).

Dr. Randazzo has testified before Congress and has been interviewed by major television, radio and print news outlets. She currently serves on the editorial board of the Journal of Threat Assessment & Management. She received her Ph.D. and master’s degree from Princeton University in social psychology, and a B.A. in psychology and religion from Williams College.

Dr. Randazzo was awarded the Williams College Bicentennial Medal for her work in preventing violence, has served as a subject matter expert for Connecticut Governor Dannel Malloy’s Sandy Hook Advisory Commission, a reviewer for the White House’s federal Guides to High Quality Emergency Plans, and an appointed member of the American Psychological Association’s Expert Panel on Preventing Gun Violence.

Edgar Rodriguez is currently the associate vice president of public safety/chief of police at Boston’s Wentworth Institute of Technology. Eddie has more than 33 years of progressive law enforcement experience, holding various positions within the Connecticut State Police, the Beacon Falls Police Department and the department of public dafety at Quinnipiac University.

He brings vast experience in the areas of law enforcement leadership, human resource management, labor relations, emergency management and community policing within a diverse community. Eddie strives to establish and foster positive working relationships within the communities for which he serves. Eddie holds a bachelor of science in individual studies, public safety administration, from Charter Oak State College, and a master of science in business management from Albertus Magnus College. He is a certified international emergency manager, as well as a fire and explosion investigator and an O.S.H.A. compliance officer.

Eddie is a graduate of The Police Executive Research Forum (Session 74), Senior Management

Eddie is in the process of developing and directing the enforcement of policies, procedures, and protocols in compliance with local, state, and federal mandates. He continually assesses, monitors, and makes recommendations to move the department progressively forward while consistently keeping the needs and requirements of the department, the university, and the community partnerships at the forefront.

Timothy is a retired special agent with more than 21 years as an investigator in the FBI and is currently president and COO of GlobalFlyte, Inc. As an FBI agent, Tim conducted complex criminal investigation of Columbian drug cartels, organized criminal gangs and terrorism organizations, and spent eight years with the tactical SWAT team. He also proudly served as an officer in the U.S. Marine Corps. He has a juris doctor from Ohio Northern University.

General Session: COVID-19: What Will School Safety and Security Look Like in 2021?

Gary L. Sigrist, Jr., is the CEO and president of Safeguard Risk Solutions, LLC. His career spans more than 30 years as an educator, administrator and police officer. He is also a nationally known speaker, consultant, author, and expert on emergency preparedness and how to build relationships with first responders.

Gary was an educator and administrator for South-Western City Schools (SWCS) for 30 years. In 2008, he was named project director for Readiness and Emergency Management in Schools (REMS). SWCS is only one of a handful of school districts to win the REMS grant in 2008 and 2010, under his guidance. He secured almost $1 million in funding and resources through federal and state grants for SWCS to enhance safety, security and crisis management programs, as well as implementing the district’s visitor ID system and developing its continuity of operations/disaster recovery plan and food defense plan. He also led the re-engineering of the district’s two-way radio communication system and oversaw the implementation of its mass notification plan.

Gary developed the only course approved and endorsed by the State of Ohio Division of Real Estate on Realtor Safety. His work with law enforcement, training from New Mexico Tech and the DHS, and his work with members of the Columbus (Ohio) fire department bomb squad lead to the current training “Bomb Threat Protocols for Schools,” which is being delivered to schools across the nation.

Gary is a certified DHS trainer for both the Law Enforcement Active Shooter Emergency Response (LASER) and Screening of Persons through Observational Techniques (SPOT) organizations. Gary earned a bachelor of science degree in elementary education from Ohio University and a masters of science degree in education administration from the University of Dayton. He also completed Ohio Peace Officers Basic Training through the Central Ohio Peace Officer’s Training Academy.

John Thomas is a native of Los Angeles. Prior to his appointment to captain at the University of Southern California (USC) Department of Public Safety (DPS) in October 2006, he spent 21 years as a member of the Los Angeles Police Department (LAPD) where he retired at the rank of lieutenant in December 2005 to accept a position as deputy chief of police for the University of the District of Columbia Department of Public Safety & Emergency Management in Washington D.C. He was promoted to USC department of public safety’s assistant chief in February 2009 and executive director/chief in January 2013.

A product of South Los Angeles, he graduated from Crenshaw High School before attending UCLA. He holds a BA in political science/liberal arts and a master’s degree in executive leadership from the USC Price School of Public Policy.

As a member of the LAPD, Chief Thomas worked patrol assignments in Wilshire, 77th Street, Southwest, Newton Street and Pacific Divisions. He was also assigned to the Department’s Gang Enforcement Detail in South Los Angeles, Operation South Bureau CRASH and worked undercover narcotic enforcement as a member of the Department’s Focused Attack Linking Community Organizations and Neighborhoods (FALCON) Unit. While assigned to FALCON, he was awarded the City of Los Angeles’ City Angel Award for outstanding community enhancement and the Department’s Meritorious Unit Citation.

He is also a member of the International Association of Campus Law Enforcement Administrators (IACLEA), the Police Executive Research Forum (PERF), the International Association of Chiefs of Police (IACP), the National Organization of Black Law Enforcement Executives (NOBLE), the Oscar Joel Bryant Foundation, and the FBI National Academy Associates.

Despite being a retired Los Angeles Police Lieutenant, he continues to “Protect and Serve” the people of Los Angeles as an LAPD Line Reserve Officer working patrol and other assignments throughout the city.

Paul Timm, PSP, is the vice president of Facility Engineering Associates, a board-certified physical security professional (PSP), the author of “School Security: How to Build and Strengthen a School Safety Program” and a nationally acclaimed expert in physical security.

In addition to conducting numerous vulnerability assessments and his frequent keynote addresses, Paul is an experienced crisis assistance team volunteer through the National Organization for Victims Assistance (NOVA). He is certified in vulnerability assessment methodology (VAM) through Sandia National Laboratories and the vulnerability assessment methodology. He is also a member of ASIS International’s School Safety & Security Council and the Illinois Association of School Business Officials’ risk management committee. Paul recently earned his master’s degree from Moody Theological Seminary.

Alan Walters currently serves as executive director of safety and risk management for the Georgetown County School District, which serves approximately 10,000 students in coastal South Carolina. He also serves as a member of the South Carolina State Board of Education. In 2017, he was named Campus Safety magazine’s K-12 Director of the Year. Previously, he served for 17 years as a summary court judge.

Alan also spent 17 years as a highly decorated law enforcement officer whose awards include being named South Carolina Deputy Sheriff of the Year and South Carolina Law Enforcement Officer of the Year. During his service, he held positions including investigator, SRO, crime prevention officer, SWAT operator, crisis negotiator and training instructor, which includes time in supervisory and command ranks. He earned a bachelor of science degree in education from Southern Illinois University and a master of Criminal Justice degree from the University of South Carolina. He has been a presenter at local, state, national and international trainings.

The Impact of the 9 New Clery Directives on College Campuses

Michael focuses on assisting clients with Clery Act compliance, has provided consultation to clients representing the spectrum of higher education institutions including: Swarthmore College, Penn State University, Seattle University, the University of Alabama, Huntsville, Emerson College, the University of North Carolina System, Claremont McKenna College, the University of California, Berkeley, Wilkes University, California Western School of Law and Baylor University, and the University of North Carolina – Chapel Hill.

Mike served as the Director of Campus Safety at McDaniel College in suburban Baltimore, Maryland. Before that Mike worked as the Assistant Director of Public Safety at Emerson College and the Operations Manager, Campus Police Sergeant at Wentworth Institute of Technology both of which are in Boston, Massachusetts.

For many years, he served as the Government Relations Chair for the International Association of Campus Law Enforcement Administrators (IACLEA). Mike has participated in all three Negotiated Rulemaking sessions hosted by the United States Department of Education for the Clery Act, the most recent being the Violence Against Women Act amendments of 2013. Mike also served as a content reviewer for 2005 and 2011 versions of the Handbook, published by the US Department of Education to facilitate compliance with the Clery Act requirements. He has authored “Common Clery Challenges.”
